Terms of service

The AAPDB portal lets you apply for, pay for, track and receive planning consents, development permits, certificates and official clearances online. Applications submitted through the portal have the same statutory standing as applications filed at a service center.

You are responsible for the accuracy of the information and documents you submit and for keeping the one-time codes sent to your phone private. Organizations act through the representative named in their authorization letter.

Consents and permits are granted or refused by the Bureau under the applicable city master plan and building regulations. Service fees are published in the catalog and invoiced inside the portal; a fee does not guarantee approval.

The AAPDB portal operates under the master plan, building and land-use regulations of the Addis Ababa City Administration and the digital-service policies of the Federal Democratic Republic of Ethiopia. Where these terms and the law differ, the law applies.
